slow web with shaped IP rule but no limiting

Hi all,

I've installed v1.30 on ISA 2006 SP1, Server 2003 R2 & created a shaping rule that looks for the IP of my test client. Web access is *very* slow, around 500 bytes/second, even when I set the speed limit to unlimited.

When I disable the rule and apply changes I instantly get ~1Mb/sec

Any suggestions would be appreciated!

Do you have any other 3rd-party add-ons or filters for ISA installed on this server?
Do you have any antivirus software on this server?
Is the processor usage high on the server at times when client downloads?
Check if there any errors or warnings in Event Viewer on this server.
